In recent years,the Chinese government has focused a lot on the construction of civil servants,gradually realizing the severe harm of administrative omission in civil servants group and taking measures to solve the problem,all sectors of society also launch the research for this problem.But there has not been an effective way to solve it radically.In this paper,research on the administrative omission phenomenon in civil servants is based on the organizational equilibrium theory which put forward by Chester I.Barnard,to explore its generation mechanism.Firstly,the paper elaborates concepts for the administrative omission and the organizational equilibrium theory and explains the inherent link between them.Secondly,the manifestation and harm of this phenomenon is described.On this basis,the organizational equilibrium theory is used to explore the reasons of administrative omission of civil servants:for the Chinese government,from the perspective of internal balance,the contradiction between government's organizational goal and individual goal of civil servants is the underlying cause,to be specific,insufficient incentives provided by the government will cause a lower contribution willingness of civil servants,leading to administrative omission;from the perspective of external balance,there are some factors such as the role,function,structure of government that can't coordinate with external environment,so as to cause the negative behavior of civil servants within the government;from the perspective of dynamic balance,the lack of contingency awareness and sense of responsibility is the main cause of dynamic imbalance,stimulating administrative omission of civil servants.Through the systematic analysis of the reasons for the administrative omission of civil servants,the paper puts forward some suggestions on how to deal with this problem from two aspects:From the perspective of civil servants,the government should provide adequate motivational incentives and mandatory incentives for them,it not only shapes the motive force but also exerts pressure,which leads to the elimination of the phenomenon of negative administrative omission.From the perspective of government,government need to strengthen contingency awareness,make clear the role definition and organizational function and adjust organizational structure to make it more flexible.By providing good organizational environment for civil servants,the government can curb the administrative omission caused by adverse environment.
