Study On The Implementation Path Of Introducing Time Bank Into Mutual Pension Services

The elderly pension services have faced the enormous pressure along with the dramatic intensification of the ageing of population,which presents a serious challenge and urgent demand to the improving and perfecting of system of elderly care service in China.In July 2016,a regulation jointly released by the National Treasury and Ministry of Civil Affairs clearly pointed out that based on the pilot reform of home and community services for the aged supported by the central finance,it encouraged the active exploration and innovation of new model and new route of the service for the aged by the overall planning of all kinds of resources.Based on this,this thesis will introduce "time bank" into the mutual pension services and treat it as the research emphasis.Through exploring the implementation path of the introduction of "time bank" into the mutual pension services,it will provide theoretical support and policy suggestions for the constant perfection of system of elderly care service in our country.This thesis will firstly review and summarize the relevant literature of mutual pension services and "time bank" both at home and abroad.Secondly,on the basis of the related theory and the experience reference of the typical case of domestic and overseas "time bank" mutual pension services,it will construct the theoretical model of influence factor on mutual pension services when "time bank" is introduced.Thirdly,using case study,this thesis will give a further analysis of the influence factors on the introduction of "time bank" into the mutual pension services,which will be carried out from nine perspectives,that is,institutional factor,government factor,the intervention of social organization,capital factor,technical factor,cultural factor,own factor,transfer and circulation factor,and supervision and management factor.And it will also analyze and discuss the issues encountered and causes.Finally,this thesis will put forward specific ideas and methods in the construction of implementation path of the introduction of "time bank" into the mutual pension services.Through analysis and discussion,this thesis will conduct the path construction of "time bank"mutual pension services from five levels,that is,system frame,participant construction,capital guarantee system,construction of information management platform,and construction of incentive and supervision mechanism.And the specific path will be designed.Among these levels,it is believed that system frame should be entirely constructed by means of establishment of institution,execution of institution and assessment of institution;participant construction should be focused on government,community,social organization and members of community,and the launch and operation of "time bank" mutual pension services should be promoted through their joint efforts and cooperation;capital guarantee system should focus on three links,i.e.,fund procurement,fund operation and allocation,and fund management,to establish the capital base of "time bank" mutual pension services;construction of information management platform should be carried out through five layers,i.e.,the user and login layer,business service layer,system support layer,data access layer,and infrastructure layer,to conduct the design and improvement;construction of incentive and supervision mechanism should be conducted from two aspects,incentive mechanism and supervision mechanism respectively,to guarantee the development power and operating environment of "time bank"mutual pension services.Through the path construction in five levels mentioned above,it is hoped that the introduction of "time bank" into the mutual pension services will be realized and the effective operation and lasting development of this model will be guaranteed.
