Our country has entered an aging society and is developing at full speed.At this stage,the pattern of population growth from the traditional(high fertility rate,high mortality rate,high growth rate)to the modern type(low fertility rate,low mortality rate,low growth rate),The evolu tion of the "421" family pattern into the mainstream family structure is bound to accelerate the pa ce of deep aging in China.At present,the aging society faces many difficulties,such as the rapid increase of the elderly population and the fading of the demographic dividend,the exuberant dem and for the aged and the insufficient effective supply,which results in a large number of problems of old-age service security for the vulnerable elderly groups,such as losing independence,empty nests,and elderly disabled.Time Bank as a New Type The mode of mutual support for the aged is helpful to the development of human capital,the construction of social old-age service system a nd the diversified development of mutual-aid service for the aged,which is a cross-exchange of ol d-age resources across time and space.We will in-depth explore the issue of mutual support for th e elderly in "time banks" in urban communities,improve the management and service models of c ommunity time banks,enrich and enrich the contents of mutual support for the elderly,promote a nd improve the supply capacity of social old-age services,and improve the ability of providing so cial old-age Improving the new pension service system has important theoretical significance,acade mic value and practical guidance.Based on the research on related problems in this field by domestic and foreign experts and scholars in recent years,this paper introduces the core concepts of population aging,mutual s upport service for the aged,time bank and so on,based on the theory of welfare pluralism,the t heory of social mutual aid and the theory of social exchange,this paper makes an empirical study on the current situation of "time bank" mutual aid pension service in Kaifeng Y community from the two dimensions of demand and supply.Based on the method of questionnaire and interview,322 valid questionnaire data were collected and analyzed by descriptive statistical analysis,taking more than 60 elderly people in the community and community management staff as the object ofinvestigation.The survey results show that although the "time bank" mutual pension service model i n Y community has taken shape and achieved initial results,the following problems still exist at p resent: insufficient policy and system guarantee,insufficient impetus to promote;low level of awar eness and public participation;self-enclosed management,difficult to achieve universal deposit and exchange;fewer professional services,low level of service quality;and poor information manageme nt.After that,the service efficiency is not high,the operation and development resources are insuf ficient,and the sustainability is challenged.At this stage,all aspects of development dilemma will seriously restrict the healthy and sustainable development of community "time bank".Through the analysis of the reasons,it is concluded that the top-level design is lacking and the government sup ports and guides are lacking;the propaganda and promotion efforts are insufficient,and the awaren ess of mutual assistance and reciprocity among the people is not strong;the scattered establishmen t of a single community makes it difficult to transfer time coins;the quantitative indicators of lab or value are not perfect,and the training of service skills is insufficient;the information managem ent platform is lacking,and the management technology is backward;the financing channels are si ngle,and the expertise of professional institutions is weak Insufficient holding is the main cause o f the current predicament.In this regard,through the analysis of service demand and supply,this paper puts forward the path choice of optimizing Y community's "time bank" mutual-aid pension s ervice: defining government responsibility,implementing policy-based support;enhancing awareness,achieving extensive publicity;promoting regional construction,building localization mechanism;op timizing service quality,strengthening professional training;and introducing network level.Taiwan s hould implement information management,integrate social resources and realize diversified supply.T he establishment,perfection and development of the "time bank" system model is a gradual proces s,and the establishment of sustainability can not be completed overnight.Through the research on the predicament and Countermeasures of Y community's "time bank" mutual pension service devel opment,this paper aims to provide ideas for the development of urban community's "time bank" mutual pension service.
