With the deepening and development of social,political and economic system reform,in order to adapt to the needs of social development,our country is gradually transforming from “big government,small society” to “small government,big society”.In this process of change,as the basic unit of social governance,community governance is getting more and more attention.Additionally,the group of community residents is considered to be one of the most important subjects in community participation,whose degree of participation in community governance is of great significance.According to the literature research method,case interview method and questionnaire survey,this paper analyzes the connotation of urban community governance and residents' participation,the problems of residents' participation,the reasons and countermeasures related to the problems,as well as the theory and model of residents' participation,on the basis of theoretical research.Moreover,this article also analyzes the status quo of the participation of urban community residents in Xiaoshan District about the existing problems,current situations and factors that influence residents' participation.Finally,combining the factors that affect the residents' participation and the actual situation of Xiaoshan District,the author makes use of the theory of social work to put forward some countermeasures and suggestions to ultimately enhance the participation of residents.As follows: cultivate a good autonomic culture environment,advocate policies,foster the social organization,strengthen the community social capital construction,excavate residents' leaders,train residents' participate ability and awareness,enrich the content,and improve the level of participation.
