Research On The Strategy Of Rural Governance Rights Obtention For The City Returns Elite

In order to realize their own interest demands,the City Returns Elite as a fresh force of rural elite is actively seeking to obtain the rural governance rights.The disadvantages of rural governance and the success of individual aspects of the City Returns Elite make them have the possibility to use rural governance rights and the strategy choices which let them get the rural governance rights from the traditional village elite will profoundly affect the stability of village governance.This paper uses the method of sociology,taking X County L village in Henan Province as a case,to present the strategies of getting rural governance rights from four aspects,which are the social capital construction of the City Returns Elite,the support of family,game for power,the actual governance in sub-paralysis state.The study found that the replacement of the rural governance right,which is dominated by the City Returns Elite in the case of L village,is non-standardized.Therefore,this paper discusses suggestions and countermeasures to regulate the replacement of the rural governance right from three aspects,improving the way to absorb elite,strengthening supervision of villagers,regulating the behavior of township government.
