Functions Of Local Self-governing Organizations In Consultative Democracy

In recent years,with the development of national macro policies and local policies,consultative democracy has got great development in grass-roots units,especially after the 18 th CPC National Congress.Under this circumstance,the research of consultative democracy becomes a hot topic rapidly.While the practice consultative democracy comes to various areas,the research in academic circle gradually turns to specific areas from macroscopic areas.Grassroots governance attaches great importance to grassroots consultative democracy because it is an important research area in consultative democracy.However,many problems rise up during the process of advancing consultative democracy in grass-roots units.By analyzing those problems the author finds that it has to do with the local self-governing organizations.As a result,it is necessary to research grassroots consultative democracy from the local self-governing organizations.This paper has four sections.Section one is about theories of functions of local self-governing organizations on grassroots consultative democracy.This section first explains the concepts of consultative democracy and local self-governing organizations.Then it explains the theories foundations of functions of local self-governing organizations.And at last,it discusses about the relationship of local self-governing organizations and grassroots consultative democracy.Section two is the introduction of the proper functions of local self-governing organizations on grassroots consultative democracy.In this section,according to the three stages of consultative democracy,the author separately illustrates the function asorganizational leadership,Coordination and communication and Supervision and protection before,during and after the progress of grassroots consultative democracy.Section three analyzes the actual effects and reasons local self-governing organizations in grassroots consultative democracy.During the practice of consultative democracy in grass-roots units,local self-governing organizations not only have positive influence,but also negative influence,such as shortage of consultative ideas and motive,unreasonable consultative system,low ability of consultation and so on.In fact,those negative influences are inevitable.And main reasons are the lag of system construction of grassroots consultative democracy,the defect of supervision mechanism,negative effects of diversified participants and the restraint of old management in grass-roots units.Section four talks about the solutions to those problems from four aspects.The negative influence of local self-governing organizations can not be completely settled,but more powerful guidance.In the long term,to weaken the negative influence,people need to cultivate the consultative consciousness of mass self-government organizations,improve their consultative abilities.But it needs a long time to construct a system.So at present,the most effective measures are to strengthen the restriction functions of system and set up supervision mechanism in the practice of grassroots consultative democracy and also develop the balancing role of multiple subjects.Only so can the mass self-government organizations work strictly according to laws during consultative progress.
