Research On Government Behavior In Community Home Endowment

With the aging of the population and the family planning policy implemented in the country in 1966,along with the continuous advance of urbanization,the pension problem is becoming more and more urgent problem in today's society.III,IV generations the family is less and less,the traditional family has been replaced by a small family,with a large number of workers to the coastal city and wide north of these developed regions,in the northern inland city Empty Nester,the elderly,the elderly alone lost more and more,their pension has become social problems.Therefore,in the new historical conditions,combined with the actual situation in China,on the basis of respecting the traditional pension habits to explore the home care service model.Perfect the system of home-based care services,home pension has obvious social effect,reduce the pension burden of children,the elderly old age,a sense of happiness "has become a way of government departments to deal with the crisis.This paper uses the theory of the public products defines the home-based care services is a kind of quasi public goods,the public goods attribute determines the government must actively guide and participate in which,clear the main responsibility the government should take in the home-based care services.The community is the main carrier of home care service,so we use the community theory to analyze and study the structure and function of the system.At the same time China is a developing country,security policy is still not perfect,on the one hand,the government actively guide the community to support the investment of pension business,improve the quality of life of elderly people,on the other hand,it should be necessary to protect life badly in need of help the elderly,make sure that everyone is able to sense of security".In this paper,a typical northern inland city communities in Yongxin as the object of study,the community home care services in the process of government behavior.Through the questionnaire survey to understand the needs of the elderly in the community,identify the key to solve the problem.It also analyzes the achievements in the development of community home care service in Yongxin and the present situation and problems of the government.Finally,before research focuses on analyzing the government behavior,such as government propaganda is not enough,not enough attention,the government lacks the multi-channel integration of resources,policies and regulations are not perfect,the government functions is not in place,and puts forward the government behavior correction measures,including: Supervision and evaluation mechanism to strengthen the propaganda and the integration of social forces,increase public budget,improve laws and regulations,formulate corresponding reasonable.
