The Operating Practice And Predicament Of Hub Social Organization

With the fast change of economy and society in China,social organizations also have obtained considerable development.However,most public welfare organizations which serve communities are supported by the government,featuring the low number and administrativization;the social welfare organizations have weak ability to provide products,the professionalization has been questioned.To some extent,these problems have restricted the development of public social welfare organizations.As a bridge between government and community,the community and social and the community and enterprise,the hub social organizations play a role of centralization and are an important link to promote the professional development of social organizations.The establishment of the organization can effectively change the integration of government administration and economic management,weak ability to provide products,insufficient professional services and inadequate policy advocacy of the existing social organizations and make up for the absence and insufficiency of local governments in the community governance and public service sectors,which is an important measure in the innovation of social governance and stimulation of the social organization vitality.Participatory observation,literature and interview are adopted in this paper.Take T social organization service center in Jinan as an example.The operating practice of T social organization service center is interpreted as the practice process of why we act and how to act.Among them,why we act focuses on the internal and external meanings of the establishment of the service center.The internal meanings of the service center establishment include: creating an atmosphere of democracy,providing opportunities for self-growth of the volunteers and social workers,and improving the project team's adherence and identification of the social work.There are many external significance meanings involved in the service center establishment: the services meet the clients' needs and promote their self-empowering;struggle between different stakeholders provides the space for the development of service center;Consider how to win the support from service objects and volunteers to supplement the human resources of service center;uphold a balance in the struggle of different stakeholders to build a support network;broaden the source of funds by undertaking the government purchase services and establishing community funds.At the same time,T social service center's hub-platform construction suffers a lot of problems: the limited fund financing channels and scarce fund-raising capacity resulting in the lack of economic capital,domination of the government and the trend of administrativization in service center,which effects the professionalization and independence of service center;loose corporate governance structure,the absent decisions of the council and the lack of decentralization and empowerment;weak ability to provide products,insufficient professional services and inadequate policy advocacy.Therefore,the author puts forward the optimization suggestions: straighten out the partnership through upholding the balance between the service center,government,council and the executive team;improve the governance structure through the establishment of a sound board and selection of the appropriate secretary-general and supervisors;promote the organization and individual learning ability in order to improve the organization capability,through providing demand oriented products.Through the comprehension of field,habitus and capital in practice logic,this paper regards the process of hub social organizations from the construction to action as a dynamic one of playing the initiative and building the network and provides reference for the research and innovation of hub social organizations.
