Management And Law Enforcement In Rural-Urban Continuum

Urbanization is the only way to social and economic development in China.With the deepening of reform and opening up,China’s rural-urban continuum rises rapidly and becomes a special form in the context of fast-growing urbanization.Rural-urban continuum,characterized by its urban function and rural property,is a link for integrated rural-urban development and an important part of urbanization.In recent years,however,rural-urban continuum is listed as the most notorious trouble maker in terms of urban management.For example,some infrastructures in rural-urban continuum fail to meet the demand of the local people,and floating population exceeds the local capacity.These problems,together with unpleasing amenities and hygienic conditions,traffic jam,illegal construction and lawlessness in the streets,seriously disturb urbanization.Only by correctly dealing with the problems concerning management and law enforcement in rural-urban continuum,can the success of urbanization be guaranteed to improve the satisfaction of local people and realize the overall goals of integrated rural-urban development in a real sense.The government in Dongli District implemented a policy of “exchanging homestead for apartment” in New Huaming Town in 2006.Plenty of new modes in management of rural urbanization actively were explored,and a series of measures about management and law enforcement in rural-urban continuum were taken.In ten years,the town has become a new hometown which boasts its beautiful environment,resource conservation,harmony and livability,and truly achieved the dream of “living a different life on the same land”.In terms of law enforcement,specific patterns of law enforcement were investigated by drawing lessons from the best practice in Hong Kong and referring to local reality.Our findings provide a direction for solving the ubiquitous problems in system,mechanism,administrative staff and infrastructure regarding urbanization in rural-urban continuum,and also provide a template for management and law enforcement in other areas.As a leading pilot region nationwide,the town has made many useful attempts to eliminate systematic obstacles in rural urbanization,promote rational flow of urban-rural resources,and construct the harmonious community.This paper got a full grasp on local experience and practice by means of field survey,data statistics and inquiry.The status quo of China’srural-urban continuum and existing problems were used as an entry point.The governance of rural-urban continuum was studied in depth from the perspectives of community governance,construction of facilities,social security,law enforcement,and grid management,with a view to providing a reference for the development of rural-urban continuum in other regions.
