Civil service wage system is not only an important part of the civil system,but also the foundation of our effective civil service system.Civil service wage system has been being gradually standardized and legalized,and become a basic self-contained system since 2006.There has been a lot of problem in civil service wage system with the rapid development of economy and society.Among them,the fairness of civil servant wage level has aroused widespread concern of the public and civil servants.A Scientific and reasonable program of civil service wage horizontal comparison is the key to eliminating the public's doubt of the wage of civil servants.First of all,the determination,fairness and comparison of wage level of civil servants are discussed.Meanwhile,the meaning of civil servants wage horizontal comparison is defined.Necessity and feasibility of reform is elaborated.Secondly,pole positions are chosen to be used in civil servants wage horizontal comparison on the basis of the analysis on the existing problems of civil servant wage and the comparative analysis of foreign country's civil service wage horizontal comparison.The program of civil servants wage horizontal comparison is designed.Thirdly,the program is being tested in practice.The fairness and rationality of staff members' wage is not only the most concerned in society,but also the key in the fairness and rationality of whole social income.It is because that staff members are always low-income,and are stressedat grass-roots level.staff members are chosen to be reference object in illustration and practice in this paper.The Changchun staff members' wage level is compared with horizontal comparison method.The relationship between wage level between staff member in civil servant of financial management,administration,resource management and corresponding employees in Changchun is gained.Finally,the related suggestion on consummating civil servants wage is put forward according to the actual situation.
