With the further Development of the global economicintegration and the further important impact of China on the world economics,the percentage of the Chinese who work for the international organizationrises to a high level gradually. Such situation urges us to cultivate or trainmore and more people who are interested in international public policy andcommitted to public service. To meet the demand of it, Shanghai InternationalStudies University built up the Class of International Civil Servant and letit become one of the most important majors among the university. Five yearspassed by since the class had been built, it made a progress but still hasa long way to go. According to the“Innovation Talents Cultivation” whichis stated in《the Medium-term and Long-term Plan for the Chinese EducationalReform and Development (2010-2020)》 and the “International TalentsCultivation” which is stated in the 《Twelfth Five-year Plan of ShanghaiInternational Studies University》,the university pay more attention to theInternational Civil Servant cultivation. The Research on the Civil Servantamong the academic community whatever domestic or overseas is always focusedon the origin and development of it, the reformation and current situationof the system, etc. Compared with it, the research on the cultivating ortraining an international civil servant is so rare. This article gives theMPP (Master of Public Policy)/MPM (Master of Public Management)of the Schoolof Public Policy in the University of Maryland as an example, describes itsspecialization curriculum, character education and capacity building in orderto make the differences from which of the Shanghai International StudiesUniversity. Meanwhile, this article record the interview of the teachers,undergraduates and the alumnus which helps to give some suggestions to thecultivation of the international civil servant in Shanghai InternationalStudies University. In conclusion, this article has not only academic sensebut also practical significance. |
