Instantly, income differential and the reform of income distribution are the hot topics. In the reform of income distribution, how to determine the wage of public servants is the hottest topic. Theory horizon and practice world have already done a lot of researches on the issue of the public servants' wage. Most of the researches are the comparative with the private sector. They paid little attention to the issue of how to position the wage of public servants fairly. In this social background, this paper makes a study on the following questions:first, analyze the internal sequence of the civil servant and the public institution; second, analyze the issue of how to position the wage of the civil servant and the public institution fairly. First of all, in order to find the theoretical basis, we review the theories which are related to our research. And then we will do some simple introduce of the current wage system of public servants in our country. Then according to the files of central and local, we will analyze the issue of how to position the wage of public servants fairly. According to the research, we found many questions in public servants' wage system, such as many kinds of unreasonable fluctuations existing in public servants' wage, imbalance of public servants'wage structure, wage of the teachers who are obligations is significantly lower than public servants. According to the analysis on these questions, we will study the advanced international experiences about the issue of how to position the wage of public servants fairly. However the advanced international experiences cannot solve all the questions about how to position the wage of the internal sequence of the civil servant and the public institution. So we will use position evaluation method to explore the comparable and corresponding between the internal sequence of the civil servant and the public institution. Based on the related theories, international experiences and the analysis of the current wage system of public servants, we selected the research objects, determine the elements of position wage, then form the questionnaire and send to the experts, do some investigation and evaluation. According to the results of the survey, first, we average the wage of different positions, secondly, we use analytical hierarchy to calculate the weight of different elements of position, multiply them to get the score with evaluation objects, finally find the relationship of the internal sequence of the civil servant and the public institution. According to the results of the study, we will give some suggestions.
