Research Onthe Governance Of "Welfare Corruption" Of Civil Service In China

The problem of welfare corruption has become an important issue in the construction of the civil servants in recent years.The welfare corruption is different which hidden under the name of legitimate welfare corruption,determines the corruption concealment,caused great difficulty in the process of governance from.Welfare corruption relates to the civil servant's life.Under the background of the current social transformation,the serious welfare corruption of civil servants and the widening gap between rich and poor has formed a sharp contrast,which undermines the social fairness,justice and harmony.Therefore,the problem of corruption of civil servants welfare must be timely and effective governance.The research of rule of law in promoting the comprehensive,strict new normal under the background of welfare corruption was investigated theoretically.The study is mainly divided into four parts:The first part is the theory part.On the base of the definition of the basic concept,analyzes the difference between legitimate welfare and welfare corruption,introduces the three main theories involved in this paper: rent-seeking theory,power balance theory and interest group theory.The second part analyses the welfare corruption performance,characteristics and hazards.The third part analysis the reason of current situation and problems,analyzed the current situation of China's civil servants welfare corruption governance achievements,measures and existing problems.From the current point of view,although the welfare corruption of civil servant has caused the party and the country as well as the academic attention,the governance of civil servants welfare corruption has also made certain results,to curb the further expand the welfare corruption.However,the governance of civil servants welfare corruption is still in the primary stage,supervision in the construction of laws and regulations,the implementation of the system of civil servants and education etc.there are still some problems need to be solved.The fourth part is the measures of welfare corruption governance.Governance of civil servants welfare corruption is a complicated and long process,from the governance measures and achievements of the previous term,regulations of the departments of the administration of the welfare corruption although has made great achievements,but the legislative process in the future governance of civil servants welfare corruption needs to promote the welfare of corruption,as in the form of law as a fundamental policy,welfare corruption at the same time,enhance the effectiveness of the current welfare corruption,need to actively implement the relevant provisions of the system,and play the binding system of internal supervision of improving the effectiveness of civil servants welfare corruption,social public supervision to stimulate vitality,targeted the systematic education of civil servants welfare corruption,strengthen the self-discipline of civil servants for the welfare corruption.
