Since China's reform and opening up,we have witnessed great changes in the urban and rural areas,and has made remarkable achievements in economic development.Nevertheless,facing the weak economic foundation of rural areas and the increasingly obvious urban and rural dual structure,a series of contradictions and problems in the development of rural areas should be solved urgently.As an agricultural country,the Party Central Committee of CPC has considered issues of" agriculture,rural areas and farmers" as the top priority of the party work and has supported the construction and development of rural areas from many aspects such as policy and financial support after the 16th National Congress of the CPC.The rural social management talent is an important part to usher the development of the rural construction,whose current situation,existing problems and countermeasures inthe construction of the team became the focus of the whole society.Taking the rural social management talent team of Dangtu county of Anhui Province as the research object,we mainly studied the problems and difficulties appeared in the construction of this team.Moreover,we combined public administration related theories with management practices of rural social management personnel construction in other areas and put forward some feasible measures to strengthen the construction of rural social management talent team.In this paper,we review the theories about the scientific management,the new public service,corporate culture and the service-type government which are related to the public administration academia and rural community management in the domestic and overseas.We put the village two committees as the key object of this study,using sampling investigation,talent interview and comprehensive analysis and other research methods to research.We take Dangtu county as an example,thoroughly analyze their concrete measures and the main function of the management talent show.After analyzing this survey and talent case's study,we think that the main problems in the construction of management talent team in rural societies as following(The dilemma situation faced by rural administrative talents,the lack of efficient management methods and services,the shortage of the supervision for the whole team,and the imperfection of the safeguard mechanisms,etc.Through analyzing and summing up the experience from rural social management talent team in Zhejiang Jiangsu Jiangxi,etc,we put forward four suggestions to establish and perfect the management mechanism,which are talent development,talent management,personnel supervision and welfare.Therefore to build an outstanding management talent team in rural society which is needed by the contemporary era.
