As the backbone of rural development,rural grass-roots cadres are responsible for such important functions as the development of the rural economy,the promotion of rural social governance,and the implementation of environmental protection.In all rural work,they directly face the peasants.They are the spokespersons for the image of the party and the national cadres,are the concrete implementers of various policies and measures,and are the backbone forces for the advancement of rural economic and social development.In the rural areas,they are integrated with farmers.They are intimate and caring people in the neighborhood.They are the core of leadership in all rural affairs and are responsible for leading the masses in building a beautiful home and helping the poor get rich.Whether or not the personnel of the rural grass-roots cadres are allocated to the place,whether their comprehensive quality meets the needs of the times will have an impact on the smooth development of all rural work.Therefore,in this paper,the cadres in rural areas,rural grass-roots cadres and the general public in Yongchuan District have conducted in-depth investigations and studies on talent supply and demand,quality of cadres,and talent environment.The survey found that the district's overall quality requirements for rural grass-roots cadres are high,but the overall quality of existing cadres is low,and it is difficult to meet the needs of rural work in the new period.On the whole,the number of cadres is relatively small and it is difficult to cope with the heavy rural affairs.From the standpoint of individual work,people are overstaffed and the waste of human resources is also more prominent.On the basis of respecting objective facts,this article studies a large amount of policy literature,bases on the objective reality of the supply and demand of rural talents,the humanistic environment of policies,and the needs of rural work,and combines the thinking of postgraduates in their studies to cultivate and train talents at the grassroots level in rural areas.,proposed a series of positive countermeasures.This article consists of five parts.The first part is the introduction.It mainlyintroduces the topic background,research significance,literature review,research methods and path.The second part defines the concept of related nouns in the paper,and briefly introduces the theoretical methods used in the research.The third part focuses on the detailed introduction and analysis of the talent supply and demand status survey.The fourth section introduced the process of talent selection and training,combined with research and analysis,proposed countermeasures and suggestions for the selection and cultivation of talents in the new era from the perspectives of consolidating the talent team of cadres,upgrading the quality of personnel,and optimizing the talent environment.The fifth part is the conclusion.Based on the literature research,questionnaire survey and argument analysis,this research is reviewed and reviewed,and the future research and practical expectations are prospected.
