The Research On The Efficiency & Performance Improvement Of Exit & Entry Departments Of The County-level PSB

The county-level exit and entry administration division of public security organs is the basic part of China's entry and exit administration system.As an important administration of the state,it is tightly related to national sovereignty and essential core-security affairs.As long as China is more and more opening up and deeply reformed,the exit and entry authorities are facing a new normality with changing and developing.According to the statistics of the national border inspection agencies,in 1985,China's exit-entry passengers was 40 million,and this data in 2016,has reached to nearly 600 million,the exit-entry passenger figures has expanded a few dozen times.Thus,with China's deepening reform and opening up to the outside world,China's new situation of entry and exit has been developing very fast,and foreign exchanges have become increasingly frequent.This is undoubtedly leading the exit-entry administration departments of Public Security Authorities are now facing enormous pressure,also a great challenge to the efficiency and performance to us at the same time.So all the public security departments at different levels have to adjust and modify their efficiency and performance regarding actual situation which was not suited to the contradiction problems.This paper consists of two parts: introduction and the major part,and the major part is divided into four chapters.Introduction Introduces the background and significance,discussed and analyzed the researches and studies on exit and entry administration both at home and abroad,and clarified the research methods and thoughts.Chapter 1 Clarifies the definition,developing history and working procedures of exit and entry administration organs of Public county-level Security Bureau.Chapter 2 Taking department of County Z as an example,analyzes the present situation of exit and entry management,evaluates its current efficiency and performance.Chapter 3 Analyzes the main factors that influence the efficiency of the County-level Public Security Bureau exit-entry administration organs,including the external environmental factors and its own capability factors.Chapter 4 Suggests the countermeasures to improve the efficiency and performance of the County-level Public Security Bureau's exit and entry management.It includes fouraspects:(1)to strengthen the work orientation of humanization and meticulous service;(2)to improve the hardware and software facilities;(3)to implement the whole process of quality management;(4)to strengthen the performance evaluation and incentive measures.
