A Study Based On The Big Data Of The Construction Of So Cial Stability Risk Adversarial Assessment Mode In Major Admi Nistrative Policy Decision

This paper takes Rosen Bloom's Pluralistic Public Administration Theory as the theoretical basis,through analysis the connotation and differences of management,political and legal three different ways of public administration,to integrate an analysis framework of Pluralistic Public Administration Theory of social stability risk assessment in major administrative policy decision.On this basis,through the analysis of 34 policy texts and local practices,exploring the inherent requirements and the system dilemma in the actual operation of management, political and legal of social stability risk assessment in major administrative policy decision which is designed to achieve risk management at the source of risk.In order to break the strategic dilemma of the three aspects of management, politics and law of social stability risk assessment in major administrative policy decision,this paper proposes to reconstruct the social stability risk assessment in major administrative policy decision with big data technology and adversarial assessment procedure.By building risk information processing platforma of big data,establishing an platform a of multiple subject assessment which combined online and offline,and building an confrontation type of assessment procedures,in order to form an mode of social stability risk assessment in major administrative policy decision which based on the big data and adversarial assessment process.And finally to achieve scientific management technology,democratic political participation and legitimacy legal procedures of social stability risk assessment in major administrative policy decision.The article is divided into four parts.The first part,introduction.Mainly introduces the purpose of this study,the significance of research,the review of the study at home and abroad,research ideas,research methods and research focus,difficulty and innovation.The second part,mainly introduces the connotation,divergence and integration of the three different ways of management,politics and law of Pluralistic Public Administration Theory,and puts forward the analytical framework of Pluralistic Public Administration Theory of social stability risk assessment in major administrative policy decision.The third part,mainly analysis the 34 policy texts and local practice by using the Pluralistic Public Administration Theory analytical framework,on this basis,it points out the inherent requirements and the system dilemma of social stability risk assessment in major administrative policy decision.The fourth part,mainly introduces how to construct a mode which based on the big data of the construction of social stability risk adversarial asses sment in major administrative policy decision,and its specific methods of building risk information processing platforma of big data,establishing an platform of multiple subject assessment which combined online and offline,and building an confrontation type of assessment procedures.In the context of national governance and large data age, if the government wants to achieve the risk governance from the source,we must jump out of the traditional empirical model of a single assessment,using the big data technology to establish a platforma of multiple subject assessment which combined online and offline,In accordance with the strict confrontation of legal procedures from the assessment of the main body,procedures and technology to form a perfect assessment mechanism,strictly follow the adversarial proceedings,forming a sound assessment mechanism of the participants,procedures and technology,only then can we achieve the effectiveness of risk governance from the source.
