Research Of The Performance Of Government Responsibility In The Development Of Maker Spaces

The development of the Internet provides a possibility for grassroots to innovate and do pioneering work.With the wave of mass entrepreneurship and innovation,the single-form,low-level and high-threshold traditional innovation service mode can't meet the demand of this era.In this kind of background,various Innovation and entrepreneurship service platforms Emerge as the times require.As one of the main forces in the creation,makerspaces have been developed vigorously and facilitated the national innovation and entrepreneurship.As a new carrier of innovation and entrepreneurship,the maker spaces received strong support from central to local governments.They introduced policies and measures,establish the supervision mechanism,improve the service level and guide a good environment for innovation and entrepreneurship.However,it is inevitable for governments to face the difficulties and frustrations in guiding the development of the makerspaces.It is urgent to get out of the predicament and make the governments play a good role in guiding.On the basis of summarizing the existing research,this paper introduces and contrasts the three related concepts,such as the business incubators,hackerspaces and makerspaces,determines the connotation and extension of maker space and introduce the characteristics and classification of it.Using the theory of responsible government,externality theory,entrepreneurial ecosystem theory,this paper analyzes the nature of the maker spaces and the relationship between the government and development of the maker spaces.In addition,the paper puts forward the content and the boundary of government responsibility in the development of maker spaces.Combined with the existing materials and the results of the interviews,the paper describes the number,the distribution and the model of the maker spaces in Chongqing,and then introduces the status of the government responsibilities and finally reflects on the difficulties and reasons in the process of government performance of responsibilities.The difficulties includes the inscientific of the policies making,the limitation and low level of the public services,the poor management and supervision and the lack of external environment.The reasons includes the lack of top-level design,the inperfect of the cross departmental coordination mechanisms,the immature of the maker spaces development,the lack of maker cultures and immature of the maker spaces alliance.Although the support policies are similar around the countries,different local governments also have some unique practices and they are worth learning.The development of foreign hackerspaces are relatively early,and they formed a rich experience.Finally,the paper shows that the Chinese government should strengthen top-level design and guidance,improve the level of innovation services,perfectsupervision mechanism,cultivate a customer culture activity,and promote the scientific development of maker spaces.
