In under the guidance of the new public management theory, this article through the establishment in the framework of the balanced scorecard performance management system to explore further enhance qinlan grass-roots public security organs work ability and level. n this paper, using literature analysis, field survey method, analytic hierarchy process (ahp), based on the theory of balanced scorecard, the mature management theory combined with development zone public security police substation performance management practice. In the thesis, first of all, the balanced scorecard performance management problems related to the theory and development of the public security police station related research situation is analyzed,then the local police station work combined with the reality of each qinlan economic development zone,analysis of the development zone public security local police station of universal responsibility, find out the problems and reasons, through macro responsibility, micro problem and the reason analysis to build specific indicators, and analyze the index weight, and finally in the service development zone development under the background of constructing a set of complete performance management system.
