The Study Of Targeting Efficiency Of Those Urban Residents With The Minimum Living Standard

Since the late 1990 s,China has established the minimum living standard system for urban residents with the aim of aiding those poor people in dire need of help in the form of cash and material.The system aims to satisfy the basic needs of their families,safeguard the social stability as well as promote the social development.The minimum living standard for urban residents has been known as a selective social assistance system.The key to achieving the purpose of the policy is to target the objects covered by the minimum living standard s ystem with a high degree of accuracy.The resource of national assistance can be fully utilized only when it aims at those poor people in dire need of assistance.However,the targeting efficiency of minimum living standard system for urban residents in Ch ina still remains at a low level,thus hindering the effective utilization of social assistance resource.Hence,it has become an urgent task to determine the target objects of minimum living standard and improve the targeting efficiency of minimum living standard for urban residents.In order to solve this problem,this paper has made a study of the targeting efficiency of minimum living standard system for urban residents.Based on the literature review,the author has carried out the empirical study of targeting the objects of social assistance for the low-income group in Shenyang,Fuxin and Huludao of Liaoning Province.With the object of minimum living standard and the object failing to obtain the approval chosen as the research object,the author has made an empirical research into the targeting efficiency of minimum living standard for low-income urban residents in Liaoning.Firstly,this paper has made a descriptive comparative analysis on the objects of minimum-subsistence-allowance and their families as well as the objects failing to obtain the approval and their families.By combining the theories and quantitative approach of livelihood capital,this paper has also evaluated the targeting efficiency of the objects covered by the minimum living standard system for urban residents in Liaoning.Secondly,based on the theory of livelihood capital and practical experience,this paper has inferred the factors influencing whether those applicants of minimum living standard can obtain the approval for minimu m subsistence allowance.The Logistic regression has been also used to verify it.Moreover,the factors of livelihood capital which will determine whether the applicant can be approved for the minimum subsistence allowance in Liaoning Province have been listed.According to the comparative analysis and regression analysis,this paper will analyze the factors leading to the targeting deviation of the objects covered by the minimum living standard system for urban residents in Liaoning.Lastly,after making the analysis and survey,this paper has also identified some problems existing in the targeting of the objects with the minimum living standard for urban residents in China.On the basis of literature study and practical experience,this paper has offered some advice on improving the targeting efficiency of the objects with the minimum living standard for urban residents in China.
