The minimum standard of living for urban residents is to protect the rights and interests of the poor,and the differential subsidies for the relatively poor in urban areas play a very important role in ensuring social stability and stabilizing people's lives.It is also a "safety net" of the social security system.At the 19 th CPC national congress,Chair Xi that ensuring and improving people's livelihood is the path that should be adhered to in socialist development,and proposed that social security is needed to guarantee the smooth progress of this road.The minimum standard of living is known as the "last barrier" of the social security system,which plays a decisive role in resolving social conflicts,maintaining social order and ensuring the healthy and orderly development of the system.At the two sessions in 2019,the slogan "we should pay great attention to the urban poor" was put forward again.Gong Puguang,President of the China social work federation,said that the urban poor should not be left behind and the urban poverty issue should be paid great attention.It should not only solve the problem of "having enough food and clothing" for the urban poor,but also pay attention to the housing,medical treatment and education problems encountered by this group.The scope of its audience should include "relatively poor people".This requires that the minimum standard of living for urban residents should be flexible and scientific,and that the limited funds can be fully used.The standard of subsistence allowance should not be set too low,which cannot guarantee the poor people's right to development,nor too high,forming welfare dependence and causing financial burden.Between the various provinces and cities in our country large difference of standard of safeguard of townsman lowest life,influencing factors of instability in China's unbalanced regional development,economic structure difference is big,also blamed on policy making in various cities and provinces to develop professional,reference index is uneven,the adjustment of the low much depends on the experience,and did not form a unified planning.Therefore,it is extremely important to correctly understand the chaos of the formulation of the policy of subsistence allowance,analyze the reasonable degree of the formulation of the standard of subsistence allowance in various provinces and cities,the related factors affecting the formulation of the standard of subsistence allowance,and the existing state of the influencing factors.In this paper,ore research contents of this article for in-depth low standard definition,establishment of ELES model measuring range to determine various provinces and cities in our country the reasonable degree of safeguard of townsman lowest life standard,and through the LMDI decomposition model cities lowest life to ensure standard to judge its influence factors,and establish the decoupling model further analysis of the lowest life to ensure standard and ELES model and LMDI model mentioned in the impact of factors such as basic consumer spending and the decoupling relationship between urban low-income groups,to determine the influence of related factors affecting mechanism and state of existence,the following conclusions: First,the formulation of the minimum standard of living for urban residents is generally lower than the calculation line of the basic needs of urban residents.Secondly,the minimum living standard of urban residents varies greatly among different regions.Third,the basis for the formulation of the minimum living allowance for urban residents varies among provinces and cities,resulting in poor flexibility,among which the structure effect,population effect and CPI have the largest impact on the subsistence allowance standard.Finally,some policy Suggestions are put forward according to the empirical conclusion: to clarify the function of the government in the formulation of the policy of subsistence allowance for urban residents;Establishing a scientific,reasonable and efficient mechanism for the formulation and adjustment of subsistence allowances;Establish a hierarchical supervision mechanism to realize the early warning mechanism of low cost insurance.
