Career development is an important issue runs through one's life cycle,it is a process in which each individual constantly adjusts his/her career goal and plan to meet the requirement of organization or personal career, and to further adapt to the job requirements and to achieve success eventually. In China, there are 2.8 million peasant-workers in total, which accounts for 1/3 of the national labor force. If all the peasant-workers were translated to city dwellers, they would release a powerful potential to promote the increasing of domestic demand and the transformation of China's economic development patterns, and these would enable China's economy to realize a balanced-growth at a higher level. As the pillar industry of our country, iron and steel industry is also the foundation of other industries such as agriculture, manufacture and transportation;iron and steel industry has been playing a significant role in the economic development and urban construction since the early years of the new nation,it can be said to be an important scaleplate to measure the national economic development level. At present,China's economy development has entered the New Normal, the contradiction of excess production capacity is increasingly prominent. To effectively absorb the overcapacity is not only the factor that decides the achievement of the structural reform of the supply side, but also an inevitable requirement for the iron and steel enterprise to enhance their competitiveness. As a people growing up in Qian'an and a member of this iron and steel industrial city,I have witnessed the glorious past of Qian'an when everybody were proud of being a member of this industry,as well as the depression of the whole city during the period of cutting overcapacity. The New generation of migrant workers is the most major labor force and the largest employed group, the activity of cutting excessive industrial capacity and upgrading the industry would surely affect their career development. This paper chooses four representative iron and steel enterprises in Qian'an and carries out investigation and survey on 230 new generation migrant workers working in these four enterprises by means of questionnaire and interviewing.Through the statisticsand analysis of the survey results,it can be found that the new generation migrant workers are entirely different from the old generation in individual characteristic and pursuing. The new generation migrant workers have higher level of education, stronger modernization consciousness, higher willingness of citizenization and higher career expect. However, the slow promotion speed, the citizenization willingness still relies on the earth, the unsound career planning awareness and the irrational entrepreneurship make the low quality employment a universal phenomenon to their current employment situation. This paper probes into the causes of the career developmental features of new generation migrant workers in iron and steel industry and puts forwards several countermeasures, including innovating the regional industry pattern, establishing an integrated training pattern with the joint efforts of“government-society-enterprise”,establishing coordination mechanism for employee job placement, structuring bi-directional and multi-levelled post promotion channel, building a rational employment thinking of “mass entrepreneurship and innovation”,getting rid of the petty farmer idea and setting up a modern career development idea, and cultivating the learning-ability-cored self-awareness.With these countermeasures, this paper strives to promote the career development of new generation peasant workers in iron and steel industry from multilayers and multi-angles.
