Precision Of Villages And Towns Government Poverty Alleviation Behavior Research

Government-led is the most vivid practical characteristics in alleviating poverty precisely in China.Township government as the most grassroots government organizations in China,plays an important role in taking responsibility in poverty alleviation.Definitely the township government management behavior is rational or not will directly affects the effectiveness of the current poverty alleviation task in China.This study focusing on the poverty alleviation behavior of the township government is more conducive to rationalize the behavior of the township government,helping to achieve the goal of eradicating poverty in all poverty-stricken areas and in 2020.This paper takes township government behavior of poverty alleviation as the research object,combs the domestic and foreign scholars' research results on this theme,and clarifies the purpose and significance of this study.Based on the theory of public choice,social exchange theory and multidimensional poverty theory,this paper takes the practice of Y Township in poverty alleviation as an example.Through the practice of township government,cadres and farmers,The author analyzes the influencing factors of the poverty alleviation behavior of the township government,including the central government's interest demands,the requirements of the municipal and county governments,and the behavior of the township government personnel and the maintenance of the peasants' own interests.The paper analyzes the causes of the deviation of the assessment standards of the township government in precision poverty alleviation,the current actual situation of the township government,the tendency of the township government,and the lack of non-governmental organizations and the active participation of the poor.Finally,the author puts forward some suggestions on how to optimize the township government's precise poverty alleviation:(1)Optimize the management system of the township government and strengthen the implementation of the main body.(2)Strengthen the township government supervision,cadre education and training mechanism combination.(3)Increase the township financial support and promote the integration of funds.(4)Multiple participation and endogenous motivation.
