Research On Introducing ISO Quality Management System Into Grassroots Judicial Administration

In the process of steadily advancing the reform of the political system,judicial reform has also been explicitly regarded as an important part of reform.At the meeting of the Political Bureau of the Central Committee of the People's Republic of China on September 30,2014,the objectives of the legal system for the realization of scientific legislation,strict law enforcement,impartial administration of justice,popularization of all countries,and promotion of modernization of state governance system and governance capability were put forward.At the Fourth Plenary Session of the 18 th Central Committee The Central Committee of the Communist Party of China on the comprehensive promotion of the rule of law a number of major issues of the decision "and the general secretary of Xi Jinping series of important speech,these meetings and the spirit of the speech for the current judicial system reform pointed out a clear reform policy and reform direction,A strong policy support.For the grass-roots judicial administrative departments,in addition to follow the higher requirements of reform work,how to improve the efficiency of judicial administration,how to enhance and develop their own execution,but also should always think about the problem.Quality management system is the International Organization for Standardization recommended to the world a set of management methods used from the concept to the trip system,by summing up the international quality management for many years the basis of experience and experience to form a more complete system,Embodies the basic principles and ideas of modern management.The quality management system has been widely used in the government reform of developed countries.Through practical experience,it can be seen that it is scientifically based on the introduction of the basic principles of modern management in government organs or public power departments,From the results of practice is also generally recognized.This paper introduces the current international popular ISO quality management system,the application of the research system at home and abroad,a comparative analysis of the implementation of the domestic system and the results achieved.At the same time,taking Yiwu Judicial Bureau to introduce and run ISO quality management system as an example,by describing the specific model of its introduction and operation,it points out the problems in operation,analyzes its causes and puts forward the ideal suggestions and countermeasures.In this paper,the author discusses the management of the judicial administration and the standardized quality management system,and the corresponding standardized management concept,which may have some reference and inspiration for the reform of the work of the judicial administrative organs at the grassroots level in response to the current judicial reform.
