Research And Application Of Total Quality Management In Service-oriented Government

With society and economy booming and technology changing with each passing day, the international competition is becoming increasingly fierce and people’s living standards has been to a higher level demand as the improvement of material conditions. People begin to pursuit spiritual satisfaction instead of food and clothing. China‘s economy has shifted from planned economy of initial reform and opening up to market economy. Behind the rapid economic growth is the brand new challenge. Information globalization promotes the establishment of public service-oriented government to the guideline and development of society drives people’s demand for public service-oriented government. All around the history of western society, government not only implemented free economy but also focused on the permeable of government functions, which enable the government experiences the expansion and reinforcement of public services and even becomes the main function of government.Today our country’s development path has become a service-oriented government, but some functions of the facilities are not perfect. We need to, and can be used in total quality management among our service-oriented government. In China, government should introduce comprehensive quality administration that is consistent with the philosophy of public service-oriented government, and manipulate it in the service, making it more efficacious,functional facilities more perfect. Government should well execute the function of social administration based on the satisfaction of people’s demand,penetrate the philosophy of quality administration into every corner, which make the government has endorsement of advanced philosophy and technology during the service.The first part of this thesis is the background of the topic and the significance of the study, which deeply discussed the situations and strategies of China and the problems we are facing. In the second part, after elaborating basic theories of quality administration, we systematically argued that comprehensive quality administration is feasible and necessary in our government. Meanwhile, by combining the reforming measures in and abroad, and borrowing their experiences and lessons, we canlay a solid foundation for our government in establishing public service-oriented government. In the last part, we proposed several measures to enable our government to be more stable on the road to be a service-oriented government.
