Study On The Problems And Countermeasures Of Guangxi's New Urbanization Construction

Since the reform and opening up,along with a series of organized large-scale development of poverty alleviation work,the problem of food and clothing of hundreds of millions of Chinese rural poverty population has been successfully solved,which makes our country become the world's most populous country in poverty reduction.China has entered the decisive stage of building a well-off society,poverty is still the most prominent of the “short board”,“life in one side of the water can not afford poverty person” is the “short board” “short board”.October 16,2015,Xi Jinping,chairman of the 2015 poverty reduction and development forum announced to the world,by the year 2020,the Chinese government will achieve the existing standards of poverty of all the poor out of about 70000000.On November 28,2015,general secretary Xi Jinping proposed in the poverty alleviation work conference: “to implement the‘five group'project,namely the development of production,a number of poverty to be relocated out of a group,a group of ecological compensation out of poverty and the development of education poverty group,a group of social security fallback.” Among them,poverty alleviation and relocation has become an indispensable part of poverty alleviation.In this background,Guangxi Province as one of the key national poverty alleviation and development,by the end of 2015,there are still participatory rural poverty population of 4 million 520 thousand,ranked fourth in the country.In the face of the grim situation,how to “13th Five-Year”during the completion of the Guangxi poverty alleviation in the “easy relocation of a number of tasks,to ensure that the region's 1 million participatory poverty” move out,live firmly,something to do,get rich,in 2020 for the realization of poverty all contribute to escape from poverty,has become an important problem the economic and social development in Guangxi.Urbanization is an important stage of social mobilization,relocation is a microcosm of the mobilization of urbanization.This paper focuses on the issue of the relocation of poverty relief in the process of urbanization in Guangxi,and combs the domestic and foreign research status and related theoretical concepts.Through the analysis of the new urbanization of poverty alleviation of the relocation work,found the new urbanization can promote the migration of population,improve to resettle the environment for development,promote the integration of urban and rural development.Then,in-depth analysis of Guangxi poverty alleviation of the relocation of poverty and problems found in Guangxi to resettle the large area of poverty,poverty alleviation task;some poor people worry too much,the relocation will not strong;to resettle the funding gap,the shortage of land;the following industrial development difficulty.In the investigation of Guangxi to resettle examples and based at home and abroad to be relocated on the experience,proposed the construction of Guangxi new town in the relocation of poverty easily should establish policy supporting system of agricultural transfer of population of people;increase financial support,innovative financial services;improve the system of property rights,promote the reform of rural land system;promote the development of special industries,strengthen employment and entrepreneurship support.Finally,it is expected to provide scientific basis and reference for the relocation of poverty relief work in Guangxi.
