Research On The Optimization Mode Of "Village To Habitat" Community Governance Mode From The Perspective Of Meta-Governance

With the continuous deepening of China's urbanization process,the size,number and population of cities have increased dramatically,and the boundaries of cities have been increasingly expanded to the surrounding areas.As a result,"village to habitat" communities began to appear in large numbers."Village to habitat" is a new type of community produced by land acquisition,resettlement and village merging in the process of urban fringe extension led by the government.Currently,the governance mode of "village to habitat" communities can be summarized as three modes,namely,the hierarchy mode under the leadership of the government,the market mode under the exchange of interests and the network mode under the self-organization.However,the above-mentioned governance mode with the feature of emphasizing single subject fails to meet the increasingly complex governance requirements of "village to habitat" communities.Therefore,the "village to habitat" communities urgently need a new kind of governance mode that can produce benign interaction among government,market and community self-organization.This paper,based on the interpretation of relevant concepts and theories,and combining with the current development status of "village to habitat" communities,firstly conducts an in-depth analysis of the coordination and interaction types that grassroots government and other community governance bodies adopted in the process of "village to habitat" community governance from the perspective of meta-governance theory.Then,based on the theory of meta-governance,this paper re-examines the role of grassroots government in the governance of "village to habitat" communities.And this paper further points out the problems and the causes in the process of community governance of "village to habitat",such as the inaccurate positioning of the role of grassroots government,the mismatch between residents' diversified interest demands and the supporting infrastructure construction and public service capacity of community management organizations,the weakening of the governance capacity of community autonomous organizations,and the insufficient participation of residents.Finally,based on relevant research,this paper attempts to put forward the optimization strategies of "village to habitat" community governance mode in line with the current macro political environment,the positioning of grassroots government and the residents' demands for related interests.
