Secondment has been a commonplace in L district for a long time.As the pressure of staff shortage is shifted from top to bottom,the subdistricts become the main units where the cadres are seconded.In fact,the secondment of cadres in subdistrict offices has serious consequences,exerting an aggressively negative impact on optimizing team management and improving administrative efficiency in the subdistrict offices.The thesis analyzes the current situation of the secondment of cadres in subdistrict offices of L district in detail.With the approaches of questionnaire and interview,te causes are unveiled from the perspectives of the cadres who are seconded,the shubdistrict office and the unit who seconds the cadres.Taking The Personnel Flow Theory,The Motivation Theories and The Theory of Human Capital as the theoretical foundation,the thesis suggests some measures to coping with the problem in the secondment of cadres in the subdistrict offices,which are illustrated from the aspects of regulating the secondment of cadres,assisting the subdistrict offices retaining cadres and probing into the reasonable flow mechanism.Studying the secondment in subdistrict offices,the thesis aims to explore the underlying causes of the secondment and propose some advisable solutions,which are expected to be favorable references for the public sectors in basic level in other districts as well as for the educational and medical units in basic level.
