Research On The Urban Dwellers’ Paticipation In Community Governance

The community is the home of people,the basic unit of social management,and the foundation of social stability as well.As a result,aiming at strengthening social management,improving people’s life and maintaining social stability,the community construction should be the core of work.With the promotion of economic structure adjustment,the Supply-side reform especially,social transformation is also deepened,so that the traditional social management methods are also out of work.In the background,the local governments began to explore the ways of community governing instead management.In the process of community governing,residential participation is indispensable,with which can the sustainable development be achieved.As a result,the research on the residential participation in community governance is of great significance.On the basic of clarification of the theme,the foundermental concepts such as governance,urban community governance and residential participation are introduced.In addition,theory mining of the participation of residents is also carried on from the point of view of Public Governance Theory and Citizen Participation Theory.With the demonstration of significance,orientation and feasibility of residential participation,The case study of P District is implemented,and the concrete problems of residential participation are concluded through analyzing the data collected from the questionnaire survey.The causes are also analysed from various aspects.The useful experience of promoting residential participation in community governance from home and abroad is picked up through document analysis,comparative analysis and case study.On the basis,concrete suggestions are proposed from the 5 aspects.Firstly,residential awareness of participating should be strengthened,through the methods of uniting the dwellers by enhancing community service,carrying out community education and promoting inhabitant to participate under the influence of community elites.Secondly,the width and depth of residential participation should be expanded,in the way of developing community democratic consultation,promoting co-construction and sharing,so that the community participation can be enhanced to a higher level of politic and economic participation.Thirdly,the ways of residential participation should be broadened,including the on-line and off-line ways,so that the dwellers can be entitled to the community affairs through the intelligent way,the constant consultation forum and expressing channels.What’s more,the relevant systems and mechanisms,laws and regulations,and the guarantee system of staff,possession and facilities should be established and consolidated.Last but not least,various measures involving driving inhabitants to participate under the influence of the NGO and community elites,as well as training the residents should be adopted,so that the residential ability in participating in community affairs can be elevated.
