| After China’s accession to the WTO,management innovation of local government in China has become the administrative development trend,of which public service is the fundamental foothold.Centering around the aim of providing quality and efficient services to enterprises and society,local government has carried out a wide range of governance innovation,during which process successful explorations are accompanied with setbacks and confusions.What is most striking is that " innovation achievements gone with the innovator " phenomenon arises,which results in a waste of public resources and goes against the reform goals of national governance system and modernization of manage ment ability.The "innovation achievements gone with the innovator" phenomenon refers to the situation that the public service innovation project implemented by the local government during the administration reform ends fruitlessly due to the transfer of reform leader.We take the administration innovation projects that are original and continue for at least a year with obvious influence on society as study objects.Based on the Marxist state theory,service-oriented government theory,theory of institutional change and change management theory,we focus the research on the lack of innovation achievement under the condition that reform leader has been transferred and the other conditions remain relatively constant.Setbacks come from the transfer of leaders that leads to the imbalance of the dynamic structure of innovation,namely the resistance to the maintenance of innovation and the cost are greater than the dynamic and profit.Dynamic structure imbalance is mainly embodied in two aspects,subjectively the dynamic of leaders’ innovation usually originates from opportunism,including the reverse incentive of cadre assessment system,the unsustainability of poor innovation motivation and the insufficient need of the innovation leaders for public welfare,etc.;objectively it stems from the lack of external innovation dynamic,including the shortage of support from the superiors,the low degree of legalization in the consolidation of innovation,and the disapproval of the general public,etc.The logic of getting out of " innovation achievements gone with the innovator " dilemma should be raising the level of legalization in strengthening innovation,optimizing the cadre assessment mechanism that inciting sustainable innovation through the establishment of accountability system for innovation termination;expanding the access for the general public to participate in decision-making and supervision;establishing the error-correcting mechanism for innovation that blocks opportunism;developing the dynamic supportive of innovators alliance by founding forum of innovation beneficiaries and creating mechanism for the communication with mainstream media;on strategic planning,selecting marginal systematic innovation strategies with less resistance.In the final analysis,it is only under the condition that the dynamic and profit are greater than the resistance and cost that can lay the solid foundation for reform and ensure that the achievement of innovation will not be abandoned because of the transfer of the leaders. |
