A Study On The Evaluation Of Public Service Performance Of Township Government In Anhui Province

With the development of China's social economy,the demand for public services is increasing,and the level of public service supply at the grassroots level in our country is still at the initial stage.Anhui provincial government began to project means to strengthen the grassroots level from the supply of public services,to make up for grass-roots public services in the content of the imbalance,and the establishment of township public service list to facilitate the supervision of the masses.However,in order to find the shortcomings of public service in the township,to further improve the quality of public services,township public service performance evaluation work,but also need to be further strengthened.Among them,the establishment of scientific and rational rural public service performance evaluation system and mechanism is also an important task.Based on this,this paper takes the performance of township government in Anhui province and the performance of the "people's livelihood project" in the township as the breakthrough point.The actual evaluation of the performance evaluation process of township public service in Anhui Province is carried out,and the standard and process of performance evaluation are analyzed.There are still many problems,reflected in the evaluation of the index system is incomplete,the assessment process is not standardized,lack of social participation and low degree of information.On the basis of the current situation of current performance evaluation and the domestic and foreign research,this paper makes a further study on the evaluation system of public service performance of Anhui township government,and constructs the dual performance evaluation system model of "public service supply-satisfaction" according to the goal of "benefit" assessment.Follow the principles of system,comparability,development orientation,functional basis and so on,to select 41 township public service performance evaluation indicators and determine their weight.The evaluation system of rural public service performance evaluation system based on benchmarking management and satisfaction evaluation is used to test the X town of Yongqiao District,Suzhou City.According to the practice analysis and theoretical analysis of the performance evaluation of township public service in Anhui Province,it is possible to improve the performance evaluation of public service in Anhui townships from four aspects.Firstly,to clarify the contents of the public service of the township government,to improve the evaluation index system;Secondly,to strengthen the legal and institutional construction,and standardize the performance evaluation procedures;Thirdly,to enrich the channels and forms of participation,to promote the participation of multiple subjects.Finally,to make full use of information technology to realize the informationization of performance appraisal.
