A Study On Enhancing Jurisdiction And Strengthening County In Sichuan

The reform of the enhancing jurisdiction and strengthening county is a major innovation in the governance of local governments in our country. It is a useful attempt to straighten out the intergovernmental relations below the provincial in the new period and promote the financial management flattened to the innovation of Administrative Management System. It is a reform to develop and strengthen the county economy and improve the local administrative efficiency. The direct cause of the reform is to eliminate the drawbacks of the city management system, Zhejiang Province in 1992 took the lead in trying this reform, and led the national expansion of the county's reform process, including Sichuan and the vast majority of the province(City, district) has gradually promoted the local characteristics of the reform of the enhancing jurisdiction and strengthening county, and achieved initial results. Of course, in the process of reform and promotion also encountered many obstacles and institutional barriers.This paper makes a concrete analysis on the reform of our country and the reform of Sichuan province. Expounding the necessity of the reform and putting forward the reform of the provinces into four different modes on the basis of the analysis of the reform of the common and different path, which aims to provide enlightenment for the reform in Sichuan province. By reviewing and analyzing the three stages of the reform of Sichuan province, the author sums up the experience, analyzes the problems and finds out the causes of the deep problems that hinder the reform, and puts forward the countermeasures and suggestions to solve the problems.The main contents are as follows: The first chapter is the introduction, putting forward the research background, significance and research purpose, research methods,technical routes and problems to be solved, and summarizes the domestic and foreign literatures. The second chapter expounds the necessity and the related theory about the reform of the enhancing jurisdiction and strengthening county, and summarizes the reform of the county in the whole country into different modes and provides the inspiration and reference for Sichuan province. The third chapter reviews and analyzes the stages of the reform in Sichuan province, and summarizes the characteristics and achievements about the reform. The fourth chapter combs the real problem of the reform in Sichuan province, and analyzes the cause of the problem. The fifth chapter is the focus of this article, by thinking about the problems of reform and deepening the path of reform, to find a solution to the problem, both by expanding the scope of the pilot counties, decentralized more economic and social management authority, released more reform welfare; but also to improve the institutional mechanisms to get rid of institutional barriers, improve the supporting system to guarantee the reform is not back, there is progress and see the results.In this paper, the county with the largest number of Sichuan Province as a research object, has a certain representation, in the country to promote the expansion of the reform has a reference value. The paper puts forward the path of deepening the reform of Sichuan, has touched on the transition from fiscal relations to administrative relations, through the coordination of regional development to crack down the contradictions between cities and counties and other deep issues, in order to explore a deep new road about the reform of the enhancing jurisdiction and strengthening county.
