The rapid development of urbanization process in China greatly promoted China’s economic strength.However,as the rapid growth of population in large cities,those mega-city traffic jams has became a common phenomenon.The traffic congestion in Beijing is more prominent,Then the Traffic management is imminent.The most direct impact of traffic congestion is greatly increased people’s travel time and inhibit people’s travel activities.In order to solve the traffic congestion,the Government has also taken a lot of measures,such as odd-even car ban,Yaohao purchase,the license-plate lottery system,congestion charges,Widen the road and increased traffic-roads resources and so on,but for now,these measures did not fundamentally solve the problem of traffic congestion.In fact,the current high concentration of public resources in Beijing and The serious imbalance in the distribution of urban functional areas is one of the important factors causing traffic congestion.This paper chooses the analysis and research on the two aspects of educational resources and medical resources which are the most prominent and most influential traffic.As the compulsory education resources are not balanced and the high-quality schools are concentrated in the central area,more and more school selection behaviors appear in the city and increase traffic pressure.The mismatching of medical resources and residential settlement and unreasonable distribution and concentration of hospital attracted national patients gathered in a small amount of medical centralized city,then the traffic congestion around the hospital become a normalcy.Because of the historical development of Beijing,high-quality educational resources,medical resources are mostly concentrated in the tricyclic,which formed a large gathering point of resources,but if it is dispersed to other regions,people can enjoy the quality of service nearby and reduce travel distance,whether or not ease the traffic congestion.For this purpose,this paper will use GIS software to describe the distribution of hospitals and schools in various regions of Beijing.Then,the hospital will be selected according to the degree of population aggregation and demand,and the minimized impedance model in network analysis is used to selected the optimal location point,so that in the existing transport network,the residents can enjoy the medical needs nearby,and then in such an optimized layout,We calculated the actual distance traveled by the residents,That is to analyze the traffic mitigation.For the school,we compare the travel distance of the residents before and after the scoring,through quantitative analysis of the way to verify the policy can alleviate the congestion.And then put forward the balance of educational resources in order to completely ease the traffic pressure,and carried out quantitative simulation.Through this practical calculation,we can provide decision makers with more effective advice to solve the problem of traffic congestion.
