Research On Dynamic Comprehensive Evaluation Of Reservoir Resettlement's Living Standard

The number of reservoir resettlement is increasing day by day with the fast building speed of hydropower projects. And they are tagged by "involuntary immigrant". In the past, the project was thought to be much more important than the resettlement, thus projects whose immigrants went to poverty were everywhere in the world. For this reason, in the 1980s the World Bank not only put forward development resettlement strategy to encourage the project to help immigrants on production and living base reconstruction, but also advocated for resettlement monitoring and evaluation work popularizing, which opened up a new era of the resettlement work.As an important component of resettlement monitoring and evaluation work, the evaluation of resettlement living standard can reflect the effect of relocation. In our country, the new edition of Large and Medium-sized Hydropower Engineering Construction and Resettlement of Regulations announced in 2006 made the following rules:The country executes development resettlement policy, and combines compensation in the early period with support in the late period, to make sure the immigrants living standard is reach or above the original level. Based on this regulation, the thesis gave out a new definition of resettlement living standard, and emphasized that the method to measure living standard should be comprehensive. In addition to these, a comprehensive evaluation index system of resettlement living standard was build up on the basis of satisfying the index integrity, comparability, operability and mutual independence.Based on the fact that the reservoir immigrants' living standard would be in a saddle shape curve change during relocation period, every dynamic recovery stage was illustrated in this thesis according to the theory of dynamic recovery theory on resettlement's production and living. And three dominant views about recovery objective of those people's living were discussed. Considering the influence of resettlement would not be short, a dynamic view was raised to research the living standard followed by the rationality discuss of this view in the welfare meaning. Jiudianxia reservoir in Gansu province was set as the practical example in this paper to make a research on the resettlement's living standard by two dynamic comprehensive evaluation methods, namely the improved analytic hierarchy process and "Vertical and Horizontal" scatter degree method.In the view of the above research, it can be concluded that the inner meaning of resettlement's living standard can be analyzed by the general meaning of living standard. Since the living standard is a relative concept, a suitable reference standard should be applied in the evaluation. And the resettlement has the characteristic of a long period; therefore, dynamic comprehensive evaluation theory should be used in evaluating the recovery standard. The last but the most important is that a comprehensive immigrant information management and feedback system should be set up to guarantee the living of the resettlement in a sustainable development.
