Spatial Economic Analysis On Urban And Rural Equalization Of Basic Public Service

Basic public service is the basis and core of the public service which is the people most concerned about and the most realistic. Rural-urban divide in the quality and level of basic public services directly reflects the actual gap of residents’ living standards and quality between urban and rural areas. Unbalanced development between urban and rural areas in terms of income distribution, basic education, infrastructure, social security, public culture, health, technical conditions, so make poor to concentrate in the rural areas, wealth to concentrate in cities. Narrow the gap in living standards and quality between urban and rural residents, to establish sustainable basic public service system covering both urban and rural residents, promote the equalization of urban and rural basic public services to achieve, which is China’s urban and rural development "Thirteen Five" Period key tasks. In the context of this reality, it has important theoretical and practical significance to construct the urban and rural equalization of basic public services in the framework of economic analysis space urban and rural basic public services, to study the urban and rural equalization of basic public services of the spatial distribution, to explore space spillover effect in urban and rural basic public services.In this paper, with the help of ArcGis and Geoda software the author analyzed the urban and rural basic public service equalization levels by means of spatial econometric analysis which is based on the analytical framework of urban-rural relations theory and the theory of spatial economics, fair theory and welfare economics theory values.In this paper,the author used the coefficient of variation and entropy value method which is based on the index system of urban and rural equalization of basic public services to measure the basic public service level of urban and rural areas and equalization between urban and rural areas.The paper found that the level of basic public service of the three in the spatial distribution showed spatial agglomeration phenomenon,and has internal consistency. The use of spatial economic analysis method for urban and rural equalization of basic public service level spatial correlation test and spatial auto-regression model analysis, found that urban and rural basic public service equalization levels exists spatial correlation with spatial spillover effect. The level of China’s equalization of basic public service of urban and rural areas is affected by the level of urbanization, economic development and the size of the public service expenditure and they showed a positive correlation. According to study results, to narrow the gap between urban and rural areas and continue to promote the equalization of basic public services in urban and rural areas, the key is to improve the rural basic public services, increase investment in rural basic public services building efforts.Therefore,the paper consider that China’s urban and rural basic public services performance space agglomeration spatial distribution pattern and the level of equalization exists spatial correlation and spatial spillover effect which is affected by the level of urbanization,economic development, population size and the size of the public service expenditure.
