The Study On Government Procurement Of Public Services Of Social Organizations In China

Due to the increasing demand for public services,and the government as a single subject to provide public services have certain limitations,social organizations to participate in public service supply become more and more attention.The participation of social organizations is a new way to improve the work of government procurement,which is related to the improvement of the overall quality of public services and the government efficiency.Whether the purchase of public services by social organizations is scientific or not is directly affecting the supply level of public services in our country,but there are still many deficiencies in the current practice.Therefore,the studying of the Chinese government to purchase public services from social organization have great significance.With the method of literature analysis,induction and comparative analysis,the thesis consists of the following five parts:the first chapter is an introduction and describes the background and significance of this topic,the main content and innovation as well as domestic and international research studies reviewed.The second chapter is the core concept and basic theory and discusses some basic concepts and theories.Mainly defines social organization and government purchase in this paper,and discusses the theoretical basis of this management model.The third chapter is about the basic situation of our country's government to purchase public service and found the advantages and disadvantages.Firstly,the mode of management is showing great superiority.Service effectiveness and work style are showing great advantages,which make participation achive win-win situation.Secondly,study the relevant laws and regulations,the various participants,the purchase process and other aspects of the work and found there have some problems.The laws and regulations are not perfect,the main role is not accurate,the operation mechanism is not perfect and the development of social organization is not balanced.The fourth chapter is the reason why our government buys the social service public service face dilemma and analyzes the specific causes of the problems.The lack of awareness of the participants,the government procurement procedures are not standardized,the layout of social organization is not reasonable,the poor ability of social organizations and the absence of regulatory mechanisms make the work difficult.The fifth chapter is about how to improve the public service of the government purchasing social organizations in our country and putsforward the relevant countermeasures for the present situation.The first is to improve the laws and regulations on this work.The second is to change the concept of each participant,to highlight the importance of social organizations and to give them scientific guidance.On this basis,to further improve the purchase process,adjust the social organization layout structure,pay attention to the cultivation of social organization's own ability,while strengthening the overall work process supervision,improve the regulatory mechanism,and ultimately make our government to buy social organization public service work more scientific and reasonable,providing quality public services more in line with the needs of the people.
