Study On Perfection Of Policing Supervising System During The Process Of Policing Reform

With a lot of special powers given by the state laws,public security organs and the people's police are always in the frontier of handling various social contradictions.Accordingly,they easily become the public opinion focus once make mistakes due to taking a careless move.Therefore,Public security organs must establish a kind of scientific,strict and effective supervision system.The policing supervising system,set up in 1997 by our country,plays a very important role in pushing forward public security organs and the polices performing the law with strict,fair and civilized manner.However,public security organs face more and more complicated law enforcement environment as social contradictions and conflicts grow sharply owing to economic transition,social transformation and interest structure adjustment in the important historical period with comprehensively deepening reforms.In order to adapting to this kind of situation,public security organs start deepening all-round policing reform for exerting its functions very well and providing the whole reform with a stable and united social environment.Against this background,the policing supervising system,established not long,still has many aspects need to explore and improve,and the gap to the requirements of public security work.Thus,as soon as possible public security organs must perfect the policing supervising system to strengthen the supervision over all kinds of policing activities and ensure that their works correspond with people's expectations,and safeguard realizing policing reform's goals.This paper aims to explore how to perfect the policing supervising system.Firstly,this article introduces the policing supervising system's development process,basic concepts,institutions,authority and characteristics,then expounds the correlation between its perfection and all-round deepening policing reform.Secondly,the paper analyzes profoundly some current disadvantages of this system on the basis of on the basis of X District's Policing Supervising Situation,for instance,wrong understanding,not standard institution,ambiguous authorities,low-quality personnel,not complete legal system,and weak responsibility investigation.Thirdly,it introduces respectively main policing supervising features of the USA,England,France,Japan and Chinese Hong Kong,and then summarizes five common methods,such as single supervising institution,legal supervising authority,powerful supervising effects,scientific supervising procedure,and internal supervision combining with external supervision.At last,this paper puts forward some countermeasures and concepts about how to perfect the policing supervising system during all-round deepening policing reformation,for example,raising policing supervising awareness comprehensively,setting policing supervising authorities reasonably,improving policing supervising laws and regulations gradually,standardizing policing supervising institutions uniformly,increasing policing supervising personnel 's abilities thoroughly,developing scientific policing supervising methods innovatively,and strengthening responsibility investigation vigorously.
