The rapid development of internet technology has gradually played a significant role in all aspects of social life,with the result that people have an increasingly interest to take part in social management and express their ideas through internet,which urges the continuous development of e-government in our government.As an important department to perform government functions,public security organ has to keep its pace with the times,combines internet information technology with public security work,explores and launches a new model of public security services that is“micropolicing”,and take advantages of new media including Weibo and Wechat to expand all kinds of public security service from work place to internet.A few years of development witnesses both the prominent achievements of the micropolicing construction and the underlying problems of that.Subjectively,public security officers have lagging administrative ideas and weak service awareness for they have been restricted by Traditional regulated police model for a long time.In terms of institution,there is seriously poor information which is triggered by the the linear internal system of the public security organs and conflicts of interest between departments.And in terms of regulation,the unsound rules and regulations cannot provide system guarantee for the operation of micropolicing.Based on the new public service theory and the overall government theory as well as the analysis of these reasons,this article adopts the advanced experience of the micropolicing management of Nanjing Public Security Bureau to highlights the targeted countermeasures and suggestions used to eliminate these unfavorable factors,which includes the enhancement of subjective understanding,the improvement of collaborative governance,the establishment of a security system and the perfection of legal construction so as to resolve the contradictions faced in the process of micropolicing construction,improve the development of micropolicing,and provide some references for the construction and development of e-government at the current stage. |
