Since the emergence of the ideas of new public management from the 90s,20th century,the government performance system of evaluation and assessment has already become a new focus and theme on the human resources management in national public sectors of all countries,and the performance assessment and evaluation of civil service was also regarded as a top priority in the government management.An effective performance evaluation system used for civil servants is playing an important role not only in promoting the overall quality of the civil service but also in ensuring the efficient coordination of government operations.Though having made some achievements and carried out some kinds of reforms and renovations in the aspect of performance evaluation system of the civil service,the SUIFENHE Customs has been suffering deficiencies and shortcomings which have hampered development of the assessment mechanism away from being effective and healthy.Some details are showed as follows:the current assessment indicators being too broad;quantitative analysis and qualitative analysis being separated;assessing and evaluating bodies being few;assessing and evaluating purposes being opaque;assessing and evaluating results being lack of feedback;communication between assessing bodies and those being evaluated being rare.Based on the foreign advanced experience and enlightenment in performance appraisal of civil servants,the article puts emphasis on the analysis of the above-mentioned problems and carries out careful research so as to identify the causes by means of studying articles,field research,questionnaires and other relative methods.With "Key Performance Indicators method" plus "360-degree performance appraisal method" in SUIFENHE Customs,the article creates a new and overall context in aspects of general idea,assessing principle,assessing bodies,indicators system,implementation of assessment,feedback and application of assessing results,and it eventually gives some effective suggestions on it.Especially on designing the indicators system of assessment,the article enlists the second grade and the third grade indicators based on the first grade indicators such as "Virtue,Capability,Diligence,Performance and Integrity" according to the conditions of SUIFENHE Customs,and it simultaneously re-defines the assessment bodies,which can make the assessment and evaluation system more effective and more scientific.
