As one of the key functions of the human resource management of modern government, civil servant performance appraisal plays an important role in the team construction of the civil servants, founding an un-corrupted and effective government and improving the public service quality. The working performance of customs officers, who are parts of the civil servants, is crucial for the realization of the protecting and serving functions of the customs. However, there are many weaknesses in the performance appraisal of the customs offers, for it is allied quite late without any deep research and systematical theoretical guidance, and the specialties of administrations and the customs in particular. The society is expecting higher quality of the customs administration and service since China's entering into WTO and with the progress of the opening-up policy, therefore, to build a scientific, just and effective performance appraisal system for the customs officers turns to be an objective requirement for the customs to upgrading its administration level, perfecting inner management and strengthening foundational construction.The thesis, using the method of combing theories and cases on the basis of introducing the relative theories of performance appraisal and civil servants appraisal, applies the performance appraisal theory of human resource administration to the customs officers administration. Taking the L Customs, a grass-rooted customs as an example, the author points out the problems in the examining system by analyzing the officers appraisal of the Customs at present, suggests to, in accordance with the Chinese civil servant system, relative laws and regulations and performance appraisal theory, build a omnibearing performance appraisal system including everyday appraisal, stage appraisal and annual appraisal of both quantity and quality for different positions on the foundation of Job Analysis and with the help of Management by objectives approach, and tries to find out its shortcomings in practice, bring out upgrading advice and make the appraisal to be more systematical and applicable for the particular target.I. Introduction. The researching background and goal of the thesis and the main approaches and methods are introduced in this part.II. Theoretical introduction of the performance appraisal. The meaning, principle and method of performance appraisal are introduced, which construct the theoretical basis of the thesis.III. Theoretical and practical research of civil servant performance appraisal. The concepts of civil servant and civil servant appraisal are introduced, the theoretical research and practical experiences in civil appraisal both abroad and at home, which provide references for trying to construct a suitable appraisal system for grass-rooted customs are summarized.IV. Present condition of the officer performance appraisal in L Customs. The main conditions of L Customs and its officer appraisal at present are introduced, the problems remained are discussed and the researching direction for the thesis is figured out.V. Construction of the performance appraisal system in L Customs. Being the key of the whole thesis, the chapter introduces the necessity, target and principle of constructing the system, constructs the officer performance appraisal system for L Customs by taking Job Analysis as the foundation, applying such methods as Management by objectives approach,Key Performance Indicator and critical incident method, and following the principle of combining both quantity and quality appraisal, and fulfill a comprehensive and scientific appraisal for officers through omnibearing appraising including everyday appraisal, stage appraisal and annual appraisal.VI. Conclusion and suggestion. The researching result of the thesis is concluded in the chapter and problems and researching direction in the future are pointed out as well.
