Research On The Impact Of Social Capital On Urban Community Public Crisis Management Capabilities

China is public crisis-prone country, natural disasters occur frequently, as the economy continues to develop, all kinds of social events unfold, exposed problems in the management of public crises in China. Recent years,the public crisis management system and the legal system have been gradually improved, various techniques are constantly updated in China.However, public crisis has the features of uncertainty, unpredictable and dangerous. These features put forward higher requirements to crisis management capacity of the Government.Traditional public crisis management paradigm is single, and it is difficult to reflect the public crisis management in its entirety. Therefore, research about the improvement of urban public crisis management capabilities from the perspective of social capital is conducted.Combined with structural equation modeling for data analysis to verify the social capital's positive impact of urban community public crisis management capabilities. Specifically, the following six sections are discussed:Part one is the background, purpose and significance of the thesis. China's current situation and existing problems of frequent crises are detailed described in this part. Research status of reviews on this issue both at home and abroad, and proposes research methods which is adopted. Finally,technology roadmap is developed and innovation of the article is given.An overview of related theories are discussed in section two. Includes three main theories: the theory of social capital, the theory of public crisis and the theory of social capital and public crisis management in urban communities. Subsequently, the meaning of social capital is defined, the measurement of social capital is determined, that means measurement base on trust,social network,reciprocity and norm these four areas on behalf of social networks. Subsequent, the contents, kinds, characteristics of public crisis is defined, clearly the principles and process of public crisis management. Finally, social capital and urban community public crisis management are demonstrated.Part three discusses the relationship between social capital and urban community public crisis management capabilities. A logical relationship between urban community public crisis management capabilities and social capital is found after a literature review. Then the primary statistical method of structural equation modeling is researched, the method to build a better model is explored, following research hypothesis is given: trust, social network,reciprocity,norms have positive correlation with urban community public crisis management capabilities, structural equation modeling is built.Part four is the empirical research stage. Using SPSS20 and AMOS20 software to analyze the collected data, including questionnaire design, data collection and data quality inspection, model estimation, model-fitting evaluation and model interpretation. Finally, four assumptions made in this article is verified.The last part gets the conclusions according to the data analysis, it proposes that we should improve urban community public crisis management capabilities from trust, social networks, norms and reciprocity these four areas.
