With the deepening of the reform and opening to the outside world gradually expanding,mass incidents of labor-relationship in China in recent years increases frequently. In the northeast based on old industrial, Heilongjiang province has many historical difficult complex labor-relationship problems and the economic transformation problems. These problems in Heilongjiang province more easily happen with different sizes of mass incidents of labor-relationship. At the beginning of 2016 miners was unpaid from Shuangyashan Dragon Coal Company in Heilongjiang province. Such mass incidents of labor-relationship not only hindered the development of economy in Heilongjiang province, will also bring broad laborer insecurity, adverse to the stability and development of Heilongjiang province. In the face of mass incidents of labor-relationship may bring potential threat, the study of how such events management becomes inevitable. Government as a single subject cannot meet the requirements of mass incidents of labor-relationship management of Heilongjiang province,the need for government organizations, trade unions and enterprises accurate positioning, in response to mass incidents of labor relations management in Heilongjiang province.This article will combine responsible government theory, the public crisis management theory and mass incidents of labor-relationship management in Heilongjiang province, and analysis the mass incidents of labor-relationship management present situation and the experience of Heilongjiang province and make a summary. The article will use the factor analysis method, from political factor, economic factor, social factor, cultural factor. This paper expounds the influence of the mass incidents of labor-relationship of Heilongjiang province. Mass incidents of labor-relationship management in Heilongjiang province for research design provide a starting point. Mass incidents of labor-relationship management scheme design in Heilongjiang province use the method of the main responsibilities of Heilongjiang province. Mass incidents of labor-relations governance main accrual analysis and put forward the principle of governance, governance body, and governance processes.Finally the article proposes the countermeasures and suggestions related to Heilongjiang province mass incidents of labor-relationship management: establishing an early warning system for the Heilongjiang province mass incidents of labor-relationship, perfecting the mass incidents of labor relations coordination system of Heilongjiang province, strengthening the construction of mass incidents of labor relations related social organizations in Heilongjiang province, and promoting the role the mass incidents of labor relations of Heilongjiang province government.
