The Evolution Logic And The Solution Of The Nimby Conflict In The Perspective Of Public Risk Perception

With the rapid development of social economy and the accelerating process of Urbanization,growing cities of scale and the increasing demand for public "call" the arrival of the NIMBY facilities;but at the same time,with the awakening of the citizen's environmental consciousness and the awakening of the power consciousness and based on this reality that The rapid deterioration of ecological environment caused by extensive economic growth mode,NIMBY facilities are subjected to a lot of resistance,on the one hand,people call for the coming of the NIMBY facilities,on the other hand,NIMBY conflict also crashed into the sky.China is currently in a critical period of social transformation,economic transition and institutional change,the frequent occurrence of the conflict will not only hinder the construction of public facilities,cause huge losses to the public interests,but also disturb the social order,endanger the social stability,and bring serious challenges to the construction of the socialist harmonious society.Effective-solution to the nimby conflict has become a key problem to be solved by the government.The author thinks that in the growing risk of subjective construction of the moment,the public risk perception is not only a key factor leading to the outbreak of the conflict,the two also contains the evolution of the logical route,to sort out the logic of the evolution,it is conducive to better realize the source of conflict management.Therefore,in this paper,the author mainly from the perspective of public risk perception of the evolution of the conflict between the evolution of logic and seek ways to solve the problem.This paper is divided into five chapters,the first chapter is mainly about the significance and background of the topic,the domestic and foreign research review,research methods and content,as well as the public risk perception and the related concepts and theories of the conflict avoidance;the second chapter points out the characteristics and influencing factors of China's NIMBY conflict in the perspective of public risk perception;the third chapter makes a detailed analysis of the evolution logic of the public risk perception in the view of public risk perception,put forward four logical evolution of nodes,namely public risk perception implicit corresponding NIMBY conflict latency,public risk perception rational corresponding NIMBY conflict brewing period,public perception of risk amplification of the corresponding NIMBY conflict fermentation period,public perception of risk control of the corresponding period of the outbreak of NIMBY conflict,and derived the four auxiliary logical evolution route,respectively,from the individual to the public perception of risk groups evolution of the public perception of risk,from the general population to the evolution of risk,from the NIMBY plot adjacent to the evolution of avoidance behaviors,evolution of resistance from within the system outside the system to appeal;the fourth part points out that the public perception of risk increased,the risk perception differences between the public and the government,the error public perception of risk is the main reason of the logic evolution and public awareness of the damage,the public perception of frustration and the public cognitive bias is the main driving force of the evolution of the logic;in the fifth chapter,it puts forward concrete solutions to the evolution logic of the public risk perception,namely rational and positive response to public risk perception,eliminate the risk perception differences between the public and the government by building trust,and to guide the public risk perception with the value rationality.
