Migrant workers are the producers of the city and make their own contribution to urban development.However,because of the relationship between the policies and the system of household registration,the migrant workers are often excluded from the urban public service's plan.They can't access to basic public services and the facilitation mechanism,which is not fair to migrant workers who have contributed to urban development.Citizenization of Migrant workers should be people-oriented,its meaning is that migrant workers enjoy the city's public services,enjoy the city's educational resources,health and family planning services,medical resources,housing security,employment guidance,with the basic social insurance.The data of this paper are derived from the survey of the employment and food demand of migrant workers in Hangzhou and Shengzhou cities in Zhejiang Province in the year of 2014,jointly with China Agricultural University and Zhejiang Agriculture and Forestry University.The survey population from the age of 16 to 60 years of age,sample a total of 808 migrant workers,use the way of qualitative analysis to analyze data.First of all,from the employment status,living conditions in two directions to analyze the employment situation of migrant workers and life.Then,it discusses the factors that affect the urbanization of migrant workers from two aspects:personal factors and external factors.Finally,by the personal factors,external factors on the impact of peasant workers in the public with the employment of migrant workers and the status quo of life,put forward the recommendations of migrant workers urbanization.The results show that income is the most important factor affecting peasant workers' urbanization ability.Industry,labor city,gender and age have great influence on peasant workers' income,and the influence of ideology on migrant workers' citizenship is far-reaching.The survey sample shows that there is no linear relationship between the education level of migrant workers and the income of migrant workers,and whether they have participated in vocational training is not related to the income of migrant workers.Under the current system,the vast majority of urban public services linked to the household registration system,household registration affects the ability of migrant workers to buy the city's social insurance.44.3% of the respondents said the employer did not provide any insurance,only 47.8% of migrant workers at the same time have basic pension insurance and medical insurance protection.This paper argues that migrant workers should be guided in the towns where their household registration is located to realize citizenization and purchase urban social security.The establishment of national health insurance network,unified settlement system to facilitate migrant workers off-site reimbursement.In the three or four line cities,speed up infrastructure construction,rationally layout its industrial planning,vigorously develop vocational training,to achieve the integration of industry and urbanization,to achieve the rational distribution of the population,so that the economic development of the block.In a second-tier cities,establish and improve the residence permit system,so that urban public services and residence permit linked to the city's resident population.To provide adequate and reasonable distribution of affordable housing for migrant workers,to solve the problem of migrant children enrollment,to achieve full coverage of migrant workers industrial injury insurance in high-risk industries.
