Research On The Welfare Of Urban Vulnerable Children From The Perspective Of The State And Society

Children are the future of a country and the hope of the nation.As a vulnerable group,The vulnerable children should receive more attention and care.However,in recent years,incidents of violations of the rights of the vulnerable children have been reported in newspapers.Behind this series of vicious incidents,there are still many shortcomings in the current welfare support for the vulnerable children.Improving the welfare supply of children in difficult situations has become an important issue.The rise and development of welfare pluralism provides a more macroscopic analysis perspective for welfare supply,giving full play to the role of the state and society in the field of social welfare which can better meeting the real needs of the vulnerable children,It has guiding significance for better fulfilling the welfare system of the vulnerable children in our country.In this context,this paper studies the welfare provision of urban vulnerable children.The specific analysis is based on the H City of the pilot city of moderately inclusive children's welfare.The research questions are as follows:What are the contents and welfare elements of the social welfare supply system for children in distress?How does state and social welfare provision work in the social welfare system of the vulnerable children in H?What are the advantages and disadvantages?Based on the above advantages and disadvantages,how to improve the welfare provision and access system for the vulnerable children in the dual perspective of the state and society?This study mainly uses qualitative research methods to obtain relevant materials for moderately beneficial children's welfare through literature research.In the process of conducting research on the pilot program of moderately beneficial children's welfare in H City,10 in-depth interviews and 4 focus groups were conducted.The interviewees included 20 vulnerable children and their parents,government department staff,social organization management personnel,school leaders and community staff.The research process followed the principles of informed consent,confidentiality,objective neutrality,and non-injury,ethics.Through research,it is found that the H city has formed a state-led,socially-funded welfare supply model in the welfare supply of the vulnerable children,which includes cooperative,supportive,and foreign aid.The welfare supply entity includes relevant government departments and social organizations,Family,community,and school,the welfare supply content is mainly divided into three kinds of welfare contents:life welfare,education welfare,and health welfare.The supply content of welfare is mainly supplied through funds and services,it have solved the difficulties for the vulnerable children to a certain extent and gave them help.In general,the welfare of the children in the city of H is better.There are also shortcomings in the actual process of providing the welfare of children in the city of H.Firstly,the allowances and services need to be increased in the welfare content of the vulnerable children;Secondly,the participation of the social level of the welfare supply of the vulnerable children is relatively passive;Thirdly,the mental health care and education of the vulnerable children are insufficient;Fourthly,the system to improve professional action ability needs to be constructed.In summary,we can adopt the following policy measures:firstly,improve the national policy supply for the welfare of the vulnerable children;secondly,improving social participation and implement accountability;thirdly,Third,strengthen publicity and improve the state and society's mental health education for children;Fourthly,strengthen multi-party cooperation,establish a sound welfare supervision mechanism,and build a professional action system.In general,this study explores the welfare provision and acquisition model of the vulnerable children in H city,and finds the shortcomings in operation.Based on this,it proposes relevant countermeasures and suggestions,and provides valuable suggestions for improving the welfare of children in distress.The construction has certain reference significance.
