The training validity is one of key questions of training, effective training of civil servants means that the officials'knowledge and skill could be promoted well through training, and satisfies the public's quality requirement to the service of government. Looked from the practice, the training validity is low at present in our country's official training. The basic unit officials take the largest quantity and cover the broadest part of the whole; its ability quality has the immediate influence to the administration level of administrative organ. Currently there is more research of officials'training, but training validity is few, and the research to the basic unit officials'training validity is blank.This article first elaborates the background and significance of this research, carries on the domestic and foreign related research development situation and clears about this article's research technique. Next, on basic of the literature analysis, through the questionnaire survey structure interview, analyzes the present situation of Dalian basic unit officials'training, what are the training demands, and making comparisons of the two sides. Then discovered there is certain disparity between the present implementation training and the basic unit official's individual demands. Then, utilizes the CIPP appraisal model and the tan oak type model, according to the above comparison results and the basic unit officials'training validity's data, has carried on the appraisal to Dalian basic unit officials'training effect. The discovery is present Dalian basic unit officials'training is shortage in the training content, the training method, training teachers and training evaluations and so on. Finally, on the foundation of the above research and analysis builds a shut chain to enhance Dalian basic unit officials'training validity, namely "plan-implementation-evaluation-application", suggesting that must from the view of entire process training to enhance Dalian basic unit officials'training validity, the concrete countermeasures are as follows:strengthening the analysis of training demands, establishing training communication mechanism and designing lamination classification training in the training planning stage; the training content science is reasonable, the ways and means should diverse and nimble and training teachers organization multiplication in the implementation process; perfectly training effect appraisal mechanism and constructing training effect shifting mechanisms in appraising and the application stage.This article studies the promotion of Dalian basic unit officials'training validity, is for the purpose to enhancing the validity which the basic unit official trains to provide certain instruction, and exploring and adding the theory of officials'training validity and the grass-root civil servant training positively.
