With the continuous deepening of China's social transformation and the growing consciousness of democratic autonomy,the era that government is the only ruler and main beneficiary is gone.The traditional model of urban community management can't adapt to the rapid development of mordern cities.With the modernization of our national governance system and governance capacity,the way to manage urban communities needs to be changed from "community management" to "community governance".Under the dual promotion of theory and practice,it has become an inevitable trend that multiple governing subjects in a community,such as CPC,government,residential committee,proprietary committee,social organizations,companies and residents,coordinate with each other and make joint efforts.So that they can administer public affairs and provide public services more efficiently and effectively.Derived from synergetics and the theory of governance,the theory of collaborative governance provides a useful framework to adjust the relationships between multiple subjects,with its unique connotations and analytical perspective.In order to establish collaborative relationships,multiple subjects should fully cooperate with each other in managing public affairs.They must have public and rational communications and consultations on the basis of equality.In this way,they can establish and maintain profound and stable relationships of mutual trust and understanding.In addition,through taking joint action,optimizing organizational strcture and sharing resources,multiple subjects are devoted to maximizing the public interests and promoting the sustainable development of urban communities.Thus it can be seen that collaborative governance fundamentally finds a way to make up for the limitations of government as single governing subject.In this paper,the author attempts to clarify the collaborative relationships between pluralistic subjects in urban community governance based on the theory of collaborative governance.Following this idea,the author conducts a systematic research.Firstly,the author systematically reviews the existing research results home and abroad,which are related to urban community governance and collaborative governance.Secondly,through analyzing the status quo of the relationships between multiple governing subjects in the communities of Tongling,the author attributes those conflicts and contradictories to some common reseaons and specific reasons,including a serious administrative tendency,imperfect collaborative mechanism,limited collaborative forms and so on.Finally,based on the experience of urban community governance in China,the author discusses how to establish collaborative relationships between mutiple subjects by taking the comprehensive reform of communities in Tongling City as an example.Key steps includes coordinating relationships between multiple subjects,perfecting collaborative mechanism,diversifying collaborative forms and cultivating community culture.To sum up,the author hopes that this research can provide a useful reference for the current urban community governance in our country.
