The Study On The Policy Thinking Of Renzhongyi In GuangDong

Few people can in the history of the turning point,the foreseeable future direction,and lead the community to move forward,any of the people is one of the people.Ren is considered to be the reform of China in the late 1970 s,the most important and also one of the most outstanding reformers and politicians.From 1980 onwards,he was in power in Guangdong,to seek a breakthrough in heavy bondage.5 years later,the poor border provinces,became the vanguard of reform and opening up,and led the whole Chinese onto a different path with the past.In Guangdong’s five years,Ren Zhongyi rely on party central support,emancipating the mind,removing obstacles,at the party’s policies and Guangdong practice,has accumulated rich experience in local governance,formed a unique local administration thought.Study on Guangdong Ren Zhongyi policy thinking,for the political construction in the transition period of China especially has important significance of local political construction.This paper is divided into three parts: the preface,the main body and the conclusion.The preface gives a brief introduction to the reason of this topic,the research situation and methods of the academic circles.The Guangdong Ren Zhongyi policy thinking from the analysis of the formation and development of the subjective and objective conditions,is composed of four chapters,as follows:The first chapter mainly summarizes the Guangdong Ren Zhongyi administration thought formation and development of the subjective and objective.The development of the world economy change rapidly,socialist practice in China,the experience and lessons of Guangdong’s geopolitical,popularity and policy advantages,south of the Five Ridges has a long history of innovation culture is the administration of Guangdong Ren Zhongyi thought formed the objective conditions.Ren Zhongyi rich life experience and perseverance,never dare to liberation and realistic character charm is the subjective condition of the formation and development of the Guangdong administration thought.The second chapter focuses on the content of Guangdong’s Ren Zhongyi thought.This part focus on four aspects of construction,economy,politics and culture,elaborates on the main contents of the Guangdong Ren Zhongyi policy thinking.This part is the main body of the article.The third chapter mainly summarizes the main features of Guangdong’s Ren Zhongyi thought.That is: pay attention to the central policy and local governance of the benign interaction;adhere to the masses of the party and the first combination of party responsibility;followed by the emancipation of the mind and the gradual organic unity.The fourth chapter focuses on the experience of Guangdong Ren Zhongyi policy thinking on local effective policy.Namely: the ideological and political consistent with the central place is the fundamental guarantee for effective governance;strong leadership dare to do everything is the backbone of local governance;maintain the stability and continuity of policies are the key elements of local governance.
