India's economy is still maintained a good momentum even though today's global economic situation is complex.Sustained rapid economic growth means increasing demand for energy.India depends on imported energy heavily owning to the lack of local energy resources and production.In order to ensure economic development and national security,India is actively expanding its energy import channels.Central Asia attracts the attention of the major power due to its rich energy resources and important geo-strategic position,India is also the case.With the improvement of national strength,India's strategic goal is to move forward from a regional power to a world power.Central Asia to India is not only an economic issue of energy resources,but also a strategic issue.By means of TAPI pipeline project,India intends to implement its energy strategy in Central Asia in order to obtain stable energy resource and promote Central Asia's economic development and political security,and thus enhance Indian influence in Central Asia affairs.So,India's energy diplomacy in Central Asia has been given numerous missions.However,through TAPI pipeline project,we find India is likely to fall into the dilemma of “will”and “ability” in Central Asia.Compared with other countries such as Russia and the United States,Indian energy diplomacy investment is insufficient in Central Asia due to the shortage of funds.In addition,there are many other important influential factors of Indian energy diplomacy in Central Asia,such as great game in Central Asia,the region security situation caused by Afghanistan and India-Pakistan relations.Plus,the ability to control these factors is quite limited for the India government.
