Research On Government Response To Public Emergencies On Micro-blog Platform

The government response is essentially a process of interaction between citizens and government, and it is also the core meaning of the new public service theory and the basic values of good governance. From the postmodern theory of dialogue with "open communication" which guide people to truly understand the organizational reality, to the new public service theory that clearly realize the importance of government response to public interests, the theory of government response has got fruitful results. But with the continuous development of society and the popularity of the Internet, all kinds of public emergency information spread rapidly, especially for online media such as micro-blog's viral effect, which makes the government response face more difficulties and challenges. It is one of the key problems for the government to improve the efficiency of the administration in the new media era, which is how to grasp the key and difficult points of the emergency response,and to seek more effective ways and means.In this paper, the theoretical basis are new public service theory, government crisis management theory and life cycle theory. In order to build a service-oriented government,we take the government response behavior of public emergencies in the micro-blog platform as the object, and analyze the typical cases of public emergency to sum up the current situation and the insufficiency in our country, and put forward the corresponding countermeasure and suggestions. The first chapter describes the background and significance of the research, and combing the domestic and foreign research, to clear the theme of this study. The second chapter is to clarify the key concepts of government response in public emergencies, and discuss the theoretical basis of this study. The third chapter focuses on the analysis of the case of government response behavior in public emergency on the micro-blog platform, including the time, type, content and effect evaluation, to show the details of the government response. The fourth chapter summarizes the problems that exist in the government response, including the government response to miss golden time node, the response is lack of sincere, information content is not flexible, and interaction mechanism and effect evaluation system aren't perfect.The fifth chapter focuses on the corresponding solutions, including establishing the concept of service,government positioning, enhancing operation on micro-blog,improving the effect evaluation system of government response and strengthening the micro-blog collaboration within the system. So as to improve the openness and responsiveness of the government, form a good interaction between the government and the people, enhance the image of the government, and achieve the maximization of public interests.
